Who suggested it? Personally I dislike them and find them hard to use.

I was asked by both a professional career counselor and a good headhunter to prepare a functional resume. It allows me to emphasize the things I have done without regard to how long ago and where I did them.
I am trying to do a career change from senior management to programming. My extensive paid programming experience was decades ago and my Java and C programming was done recently but in school.
