TNSListener service running?

Hi everyone,
How does one configure and know when this service is running?
I am using Personal Oracle 8.1.5 (connecting Orcl)
on Win98.

The listener service is usually automatically congifured if you run personal Oracle on Win98. The easiest way to know if it is running is to try and connect to an instance through SQL plus. You can try and connect to the scott schema with "scott" as username and password "tiger"(if you haven't changed it). If you can connect then the listener service is definitely running.
