no ocijdbc9 in java.library.path

Hi,
My application is running on Oracle 8.1.6 database with Oracle 9i Jdeveloper. When I use JDBC thin driver my application runs fine.
However when I try to use JDBC-OCI driver, it errors out. For this I am creating a new database connection with the driver as 'oci8' and my test connection fails and gives a "Connection Exception" with message as "no ocijdbc9 in java.library.path".
I verified the Classpath and PATH in my system environment. it looks like this:
CLASSPATH:H:\Oracle9iDS\jlib\bigraphbean.jar;H:\Oracle9iDS\jlib\LW_PfjBean.jar;H:\Oracle9iDS\jlib\bigraphbean-nls.zip
PATH: H:\Oracle9iDS\bin;D:\Program Files\Oracle\jre\1.1.8\bin;D:\Program Files\Oracle\jre\1.3.1\bin;H:\Orawin95\bin;D:\Program Files\Oracle\jre\1.1.7\bin;%SystemRoot%\system32;%SystemRoot%;%SystemRoot%\system32\nls;%SystemRoot%\system32\nls\ENGLISH
Can anyone suggest a solution to this?
