Creating Catalogs or Database

Can I create Catalogs or databases in a vendor independent way?
I was really impressed with the example/test programmer for the JDBC driver for MySQL -- it created all it's own tables as needed in the test catalog.
But suppose I want to make my programm completely self installing: How would I start MySQL (if it is not started) and create my own database programmatically?
How would I do this for other database vendors?
