Failure to Locate Database Driver

I have a Java program that fails when trying to connect to a DB2 database. The error message is as follows:
com.ibm.ivj.eab.dab.DAException:
NO_SUITABLE_DRIVER Unable to load
DAMessages
ResourceBundle.COM.ibm.db2.jdbc.app.DB2Driver
I imported the package 'COM.ibm.db2.jdbc.app' into my IDE (VisualAge) along with all other DB2 packages. (These packages are in the db2java.zip file in the 'Program Files\SQLLIB\Java' directory on my pc.)
In VisualAge, I've verified that the Properties of the class that should access DB2 is set to reference the DB2 packages.

I'd appreciate any ideas on why this error occurred. Thanks very much.
