which way is better to initialize connection pool?

Hi ranchers,
I am not sure which is a better way to initialize a connection pool: to initialize it declaratively(e.g. configure it in server.xml in Tomcat), or construct it programmatically(implement ConnectionPoolDataSource)?
Moreover, I am trying to use a disconnected CachedRowSet to cache the returned resultset, do I need to close it after using it?
