I know that things have been heady in India for a while, but I was told the other day that in Chennai (Madras) competent people are at a premium.

Specifically, demanding 13 lakh ($30,000) or more for experienced J2EE talent. That's about double what I'd been hearing.

Is this typical, or are my sources just lousy recruiters?

Customer surveys are for companies who didn't pay proper attention to begin with.

I have a friend who works at a world class hospital in the states. She says people in information systems aren't getting raises this year.

Tim,

In india IT salaries are mostly proportional to years of experience. 13 lakhs would be appropriate for someone with experience of 8+ years.

Nowadays salaries are difficult to predict. But what you are saying is exception rather than rule. I think the salary (1.3 million rs/ yr) is at the level of development manager/architect that too on the higher side. Its definitely not the average salary for software engineers or even senior software engineers.
