Resultset functionality

When you get a resultset returned from a database, are all the rows of data already at the client or still at the server and next() gets each row from the server?

I think I may have answered my own question. Please let me know if I am wrong:

Looks like ResultSet functionality is implementation-dependent and, usually, not the whole dataset, especially if it's large, is sent to the client in one shot.
