error while connecting to database

Hi,

i am trying to connect to oracle database from a standalone java program.I am getting the following error while connecting

could not start the OracleOraHome81TNSListener service on local computer.

Error 1058:the service cannot be started,either because it is disabled or because it has no enabled devices associated with it.

Can anyone please help me on how to start the OracleOraHome81TNSListener service on local computer.
