I m using Derby and working on the NetworkServer mode. I have trouble starting Server through "startNetworkServer.bat" that is located under %DERBY_INSTALL%\frameworks\NetworkServer\bin, I ve set DERBY_INSTALL and added (derby.jar, derbytools.jar,derbynet.jar) to CLASSPATH as well, also JAVA_HOME is set to my JRE bin folder. Command error: JAVA_HOME not set or could not find java executable in JAVA_HOME. Please set JAVA_HOME to the location of a valid Java installation.

I guess you should set the JAVA_HOME to your JRE folder instead of JRE\bin folder. For more details refer: http://db.apache.org/derby/docs/dev/getstart/tgssetupjavaenvir.html
