Is it wrong to place EJB jars in a WAR file?

If I have a web application that uses EJB's, should I place the EJB in an EAR file and add the web application -- as a WAR -- to the EAR?

That's correct. You also need the XML file that describes the war and EJBs so the appserver can find them when it wants them.

Your EAR File should look like this:
1).EAR File
1a) .WAR File
1b) .JAR File
