Hi,
You can download J2EE Reference implementation from http://java.sun.com/j2ee/download.html
Basically, J2EE is a specification on how can you develop enterprise application using Java.
The download is an example of the environment that can be provided for you to run the enterprise application you have developed.
Hope this helps.
