Creating and deploying EJBs at runtime

I want to accept an XML input into a servlet that is used to generate
the appropriate java files and components for a number of EJBs. This
is in order to allow my system to be quickly configurable by using
code generation rather than runtime flexibility.
Has anyone tried this or got any idea of how to approach the EAR file
creation / deployment issues (the class generation is OK). I am using
WebSphere 4.03 and all the documentation that I find is about
achieving this through IDEs and not from within the JVM.
