Can't access J2EE web app

I installed J2EE SDK 1.3, and made a simple web application consisting of a servlet. When I try to access the web page, http://localhost:8000/Welcome, I got this error on the browser:
Forbidden
You were denied access because:
Access denied by access control list.
In fact, I can't access anything under http://localhost:8000
What could be the problem?

I forgot to mention that I'm using Windows 2000 Professional.

I'm using Windows 2000 Professional with JDK SE 1.4 and JDK EE 1.3. I don't think the problem has to do with J2EE. When I tried http://127.0.0.1:8000, it works fine. The problem is with entering "localhost". Do you know if there's anything in Windows that I need to change?

It's good that it works when you use the IP address. It's probably a mapping issue. There are some files on the hard drive (sorry I don't know which ones) that map IP addresses.
