This is a combination of jndi and classloader question.
1. Can I have a file for each WEB application (WARs classpath), so that each sees only its own or higher.
2. Can I have a default somewhere on the app server path.
so that JNDI InitialDirContext picks this one if the local (WAR level) one is not
