C:\Program Files\j2sdkee1.3.1\bin>j2ee -verbose
ERROR: Set J2EE_HOME before running this script.

but i have already set the J2EE_HOME in my userconfig.bat file.

rem J2EE_CLASSPATH is appended to the classpath referenced by the EJB server.
rem J2EE_CLASSPATH must include the location of the JDBC driver classes
rem (except for the Cloudscape driver shipped with this release).
rem Each directory is delimited by a semicolon.
rem
rem set J2EE_CLASSPATH=C:\Program Files\j2sdkee1.3.1\lib\system\ojdbc14.jar
rem
rem JAVA_HOME refers to the directory where the Java(tm) 2 SDK
rem Standard Edition software is installed.
rem
rem set JAVA_HOME=C:\Program Files\j2sdk1.4.2_04
rem set J2EE_HOME=C:\Program Files\j2sdkee1.3.1

why is that?

Remove rem from the appropriate line.

rem set J2EE_HOME=C:\Program Files\j2sdkee1.3.1

should read

set J2EE_HOME=C:\Program Files\j2sdkee1.3.1

"rem" is preventing the variable from being set

REM is short for "REMARK", meaning a comment. All these lines are comments and do nothing.

Try this:

Better still, do not install software in a folder whose name contains a space.
