I am creating a website I want to provide links to java ranch.
My website will contain materials for those who wants to prepare for java certifications.

In that case I amend my previous answer: it is not ok to link to JavaRanch from your site. We'd rather not be even indirectly associated with any sites that promote and condone theivery.
