Is it possible? If not, where can I download a free EJB3 application server?

No such thing as a standalone EJB (thats what the E in EJB stands for, Enterprise). Try Geronimo, JBoss, Glassfish, Sun for free servers, WebLogic, WebSphere for non-free ones.

WebLogic Server is free for development.

Yes, but not for production. That's like saying Oracle's free... sure you can get a developer version but at some point you'll want to use it in a production environment.
