is it possible to use voice over IP (VoIP) in
java
? if any one knows about it plz inform me in detail. Does Jtapi does the same function or not? i'm not sure about that. Also i want to use a IP to IP call.

IBM has started working on VoIP in JAVA and has open souce code.

A google search for "JMF VOIP" found lots of activity. JMF stands for Java Media Framework.
