Reading the local filing system using Applets

hello,
I am trying to read the local filing system by using Applet.(it is not a web application).
I have included policy file also by giving all the permissions.
grant
{
permission java.security.AllPermission;
};
I am getting security exception.
What I have to do to now?(other than signing that applet?).

I'm not that proficient with applets but I'm pretty sure the only way to get access to the client file system is for them (the client) to run it as a 'trusted applet'. And the only way for them to do that is if the applet is signed. I may be wrong though....
anyone...?
