J2EE Certification ???
Well to find a job in foreign land there are many other things which might matter.Like in what visa are you in that country.
I would recommend you to check with a local job consultant , they would be in a better position to help you or any rancher in sililar situation.
How efficient is your CV. If you are not getting interviews then concentrate on your CV. Look at this site for some guidance on CV http://www.lulu.com/java-success. Just passing the certifications alone not going to get you a job. It is one of the accomplishments but not the only one. Try some of the popular frameworks like JSF, Spring, Hibernate etc by trying some tutorials from the above site and then expanding on it to build a decent application. Once you have some experience with these frameworks then include them in your CV under skills section and possibly under experience (self-taught) etc. Try to standout from your competition.
Try uploading your resume in few of the job site : Like naukri, monsterindia , hot jobs, click india, indeed, bixee, gigajob. I have have come across one of the most wonderful site that is in.gigajob.com whih is available in many version, . Just have a check with this site. If you www.gigajob.com you can find gigajob in many versions along with the country map. Also resume database is available where you can upload resume or you can also make your resume by viewing them.
