Packaging an application

I am working on, and am almost finished with, a component for login/logout/register. It uses JavaMail with MessageFormat, MySQL, and Jakarta Commons. I still don't know how to package it.
I want to jar this component so that it can be plopped right into any webapp.
The properties files and other resource files are to be defined by the implementor (not in the jar).
Tomcat reads resources like properties from WEB-INF/classes.

How will read resources that are outside the jar file? Do I need to make a manifest file?
