Pro Procedural Design rebals

I have learned a lot about good programming practices GOF design patterns , which I think is great. But I am a person how thinks a person should use the right tool for the right job. I find it hard to believe object oriented design is always better then procedural design . Procedural programming must have its advantage. Could anyone direct me to a sight that is a bit pro procedural?
