Duplicate annotations

I am trying to create an annotation
that will handle multiple entries. My annotation
is for change requests for a particular file.

So, I have an annotation called @ChangeRequest.

I want to be able to say:

But I get a warning/error saying
duplicate annotations?
Is there any way around this ?
