The article pointed out above has the below comment:
The bill would prohibit companies from hiring H-1B workers, then outsourcing them to other companies, he said. H-1B opponents have complained that outsourcing companies are among the top users of H-1B visas.
Most of the H1B sponsers are body shoppers. This is really an extremely bad practice to outsource H1B employees to other companies. The hiring company does not have any real business other than body shopping. The ultimate looser is the employee here. If they are able to curb this practice, it will be good.

That's a smart business model. Take a limited supply and sell it on the free market at free market rates.
The solution is not to outlaw it (which bears enforcement costs) but rather auction off the H1-B spots. This would also let us see just how much value H-1Bs are really worth.

Does this apply to people who already have a H1-B or does it apply only to fresh H1-B applicants...
So now what should people who have obtained H1-B through body shopper do..Should they forget the idea of going to USA..?

The best explation can be found here. Most Americans of my generation learned how a bill becomes a law from this very video. (I'm serious--this is how many Americans learned on Saturday mornings.)
