reg weblogic6.1sp4 startup problem in windows xp

Hi Guys

I have tried to installweblogic6.1 with sp4 after i downloaded from the bea website.
but i am getting the following error when i tried with c:\bea\j2sdk1.4.1_01.
If any body have any idea please suggest me.

the Error is as follows

java.lang.SecurityException:Unable to locate a login Configuration
at com.sun.security.auth.login.ConfigFile<init>(ConfigFile.java:97)
