Keeping a JWindow on top

I created a splash window from a JWindow. I start my JWindow in a thread inside my app so that loading of my app looks faster. The problem with this is that the main window will show over top of the splash window a few seconds after the splash initially shows. I want to keep the splash window on top until it disposes. How can I do that? I've tried using toFront() but I am not getting the desired results.

I have an idea what it might be but would you mind posting the key parts of the code so I can see exactly how you are going about this.

Here is the splash window

Here is where I open the splash window in my app.

There is alot more code but I don't want to post it because it will confuse my question. What happens is that the splash window shows when the app is started. About a second after that the main application window shows over top of the splash window. What I want to happen is the main window show behind the splash window. I want to keep the splash window on top of all windows while it is shown.
