How to get toolbar functionality like in IE ? I want to drag and place a toolbar over another one and the dragged toolbar should not have close and minimize buttons after placing it over the other.

It sounds like you want to use Java's Drag and Drop API. Check out their tutorial at: http://java.sun.com/docs/books/tutorial/dnd/.
