Is there a way to set mnemonic to the title of a titled border?

Nope... only things that inherit from AbstractButton (i.e. JButton, JCheckBox, JMenuItem, and their ilk ) can have mnemotics... It also doesn't really make sense because there is no action to perform on the JPanel anyway.

It is sorta covered in the JavaRanch Style Guide.
