Dialog boxes

I want to use a JDialog box in the application start up. It dont have any parent dialog boxes or parent frames. If i set the modal property as true, the dialog is not visible. Setting the modal proeprty as false it becomes visible.
Any idea whats going on?

Why do you have to use JDialog in the application start up? JFrame would have same appearance.
