How to create screen mockups

I've been use Eclipse for some time as my IDE; but without a plugin, it doesn't do screen building.

What screen builders would you suggest? I need something easily acquired, that is free or nearly so, and has a short learning curve.

I'd strongly recommend NOT using a GUI builder (Netbeans and JBuilder are
two builders often mentioned). In the long term, you will be much better
off learning to do it 'long-hand'.

I have seen numerous questions - "how do i modify this code, it was created
by netbeans and I can't understand how the code works". The answer often is
to start from scratch because no-one else can understand it.
