I don't speak english, but I will try to communicate...
I would like to know if can I build Java DESKTOP applications with the appearance of Flash web applications...
Can I do it???

That depends on what you mean by "like Flash web applications"...
Do you mean - can you make a Java desktop application that doesn't use any "standard" widgets and just consists of images being drawn? Then, yes, you can do this.
