Out of curiosity does javaranch have a feature where you get an email if your private message box is full ? There have been 4 separate occasions where I received a private message and I have not been able to reply because the sender's message box is full, or I cant initiate a private message because the other party's message box is full.

No, JavaRanch does not have this feature. Note that you can't always initiate a private message anyway as some people have them turned off.

I get a different message when the case is that the person does not want to receive the message. I think it reads "This person does not want to receive private messages" against "This person's private message box if full. Try again later."
The recipient may not realize that their inbox is full and may never clear it, if they choose to receive private messages
