I guess "SCRIPTY" in this case means "doesn't protect you from writing bad code". You *can* do things in Ruby that Java simply won't allow; sometimes, this is good, and sometimes not. I like the freedom I get in Ruby to do great things, while simultaneously running the risk of shooting myself in the foot. Your mileage may vary. ;-)
