Why does tomcat need to be run with Apache or any other server . What features does Apache and tomcat together provide which Apache does not itself have???

Tomcat is the Reference Implementation for the Java Servlet 2.2 and JavaServer Pages 1.1 Technologies.
Apache cannot handle jsp or servlets alone. Tomcat acts as a plugin to handle jsp and servlets.
