JBuilder 4.0 Web Run/Debug problem

I'm having the following problem with JBuilder 4.0 EE: when working with JSP/Servlet projects the Web Run and Web Debug features are not working. It seems like the only thing JBuilder is doing when Web Run or Web Build is being initiated is compiling of the target servlet/jsp. No error messages or any signs that Tomcat is starting are not produced in the process. Both Tomcat3.1 and Tomcat 3.2 were configured according to the documentation. Did anybody experience the same kind of problem and successfully solve it?
