i18n of mammoth JSP sites..

It seems from all the tutorials out there that i18n of any site boils down to creating ResourceBundle(s). But do ResourceBundle(s) scale to big web sites with lot of content? Its hard to imagine loading stuff from the disk in the memory a resourcebundle with 10,000 entries or for that matter 100 resourcebundles with 1000 entries. Is there a better approach out there?.
