Command line parsing API

I had written this a very long time ago...while we were developing server based applications where we had to launch applications from command line with different parameters.

While in that process, I realized that parsing / managing these command line params was taking a lot of our time. thats when I thought about writing some thing like this. I only got around to sharing it now.
