taglibs in Tomcat 3.2.1 - a question

I inherited a webapp that uses taglibs but it doesn't seem to
be implemented according to the docs.
In a JSP file:
<%@ taglib uri="/WEB-INF/mytaglib.tld" prefix="x" %>
And the web.xml doesn't contain any <taglib> elements.
But it works? Why, is this just a special feature of Tomcat?
I always thought that the uri attribute points to an opaque
value that uniquely identifies which taglib to load and not point to an actual physical file.
What are your thoughts on this ?

Using a relative URI is a legal way to identify a taglib. This is called default mapping.
The best reference for these questions is the JSP API which you can download from in PDF format.
