How can I restrict the users to access my database-table to use by only one user at a time?
*One access of my webpage on net.

I would advise you to use a static boolean variable that would act as a semaphore for the access of the table. The connected client must "grab" that variable before accessing the required code.
 
Consider Paul's rocket mass heater.
