internalization problem URGENT AGAIN :(

hi guys,
I am trying to use
<%@ page contentType="text/html; charset=ISO-8859-9" %>
I have added this to all my pages.It doesnt work.
When I insert some values to MSSQL server it gets the values good. But when I try to insert the values within my JSP page it does not work.
I use MVC Design pattern.I forward all the paremeters by useing request dispacher. I think it does not support inernalization.
How can I do that?
Can you help me please guys.
