problem setting tomct as a service

hi,
I have install apache 1.3.19 and tomcat 3.2.1; apche works fine as a service and tomcat too as a stand alone server. I use mod_jk and it seems that it doesn't understand the wrapper.properties file! (note: i use jdk1.2!)
so i can't start tomcat as a service.
If anyone has an idea
