Actually, I wouldn't recommend developing something like this if you could install a mail server on that same computer. This would then allow you to create e-mail accounts and manage it.
Most of the time, it's easier to use third-party programs available (nowdays you can find more free and open source ones).
IF you still want to create such an application, then the way that I believe that current systems do this is the following:
1. Create user and default password
2. Create email alias (if necessary)
3. Set user permissions (i.e - cannot email to certain domains, email attachment download limits, etc).
4. Save information in a file on the server (encrypted I would assume).
5. Follow the RPC for incoming and outgoing mail and parse the information received.
6. Save information in either a flat file or a database
These are things that I can think of right now.
Keep in mind that the mail server would have to be constantly running in order for this to accept mail at any time.

Well Abdul, most of the web site hosts out there are now providing their customers with free mail servers (Up to a certain amount of email account - POP). Check if your host already provides this service. If they do, then you won't have to worry about creating something which is already offered to you for free.
Let me know how things work out

hi,
it is up to your hosting company to provide you with eMail services. if not, then you might wanna change.
you wont (most likely) be allowed to install custom software on the server to receive eMails.
to receive eMails you need to have some mailserver running. this software handles all the stuff with the mail (accounts, sending and receiving emails, ..)
but if you have a server where you can install software as you like it might be interseting to do so. setup up your own mailserver gives you some freedom you probably wont get at proffessional hosting companys (unlimited accounts, forwardings, out of the office messages...). if you do so, then your server needs to be connected to the net all the time and should be noted in DNServers (the servers that translate nasir.com in some numeric IP) so it can be reached.
if somebody sent you some stuff on eMail, then it would be nice to share it with all other users on the board instead of forwarding the mails.
