jsp:forward ARRRGGHHHH!!!!!!!

Hi all.
I have a problem that is driving me nuts. I am trying to forward to a page, which works fine, but when I add an anchor to the end of the url the forward fails. Why? it is a valid url.
Ex.
<jsp:forward page="page.htm"> ---> works
<jsp:forward page="page.htm#5A"> ----> fails
If I try innclude instead of forward I get the same result.
I am using JRun 3.1 and windows NT.
