The starting page for information on the Tomcat project, news, etc. is jakarta.apache.org
The current Tomcat 4 is beta 6 or 7 - I have been using 6 to work on SOAP with no problems.
You should also download the servlet 2.3 and JSP 1.2 APIs from java.sun.com
