How to get JSPs to refresh?

I'm using Jive at http://www.teltrust.com
index.jsp includes header.jsp.
I modified both fiels.
No update.
I restarted the context.
No update.
What should I do?
I cannot change reloadable to true as I don't have that field on my web-based Tomcat control panel.

Try < SHIFT > Reload/Refresh on the browser.
This will force a call to the server. Also,
sometimes, EXIT from the browser (all windows)
and re-start it. I have had such problems before.
