Tomcat file loading

I faced a wierd problem when I was using Tomcat.
Here is the problem description.
I was using a microsoft based dhtml component (with tabs), similar to a JTabbedPane component in Swing. For that I was using a style which a refers a file with the following syntax.
Actually what it denotes is, it is refering to a file in the common folder(relative path). Tomcat is unable to locate this file. So the browser is not able to display the tabbed folder correctly. I was running IIS also in machine. So accesed that particular file using IIS by creating a map directory in IIS.
Actually I used other gif files(specified as relative path) also in my app, Tomcat was able to locate those files correctly.
Please let me know if any one faced this problem in Tomcat
