Changing File Permission to Execute on Unix Box

Hello All,
Would like some help on changing the permission on unix box using java program.requirement is something like this ......
U have earlier created a file on unix platform using java program . However at that time the file is created with rw permission . Now what I need to do is give the execute permission to the other group . How ever I am not allowed to make any native call or any use Runtime.exec()...
Now How do I change the file permission. Please
guide me.
