error on setting Java_home for Tomcat4.0.3

i use window98, when i start up tomcat , the error message:
"The JAVA_HOME environment variable is not defined
This environment variable is needed to run this program
Label not found
C:\jakarta-tomcat-4.0.3\bin> "

well,my jdk directory is c:\j2sdk1.4.0
i try to use the command
set java_home=c:\j2sdk1.4.0in sysedit
after setting the command , it is like this
PATH C:\j2sdk1.4.0\bin;
set java_home=c:\j2sdk1.4.0
in sysedit, but it doesnot work ,the same error message, why???

I just have a line in Autoexec.bat
SET JAVA_HOME=c:\jdk1.3
You also can add this to autoexec.bat
SET CATALINA_HOME=c:\tomcat401
Remember JAVA is Case Sensitive even if Windows is not consistent, so that has to be JAVA_HOME
