Where to start?

I have a piece of work to do and was wondering if an expert would tell me where to start ie internet resources with information on what i should do obviosly i do not want to know how to do it(that would be cheating)
I have to re-enginer a web site and have to do two tasks
1)At present the site can only be maintained by someone familiar with html. Create a form base interface so that the content can be updated by the relevant domain expert (who is remote from the site).
2) The site needs to be made multilingual. It is essential that there is a clear seperation of content from display, so that the look can be changed without compromising the content and that new languages can be added easily.
any help would be greatly appreciated. Thank you

You should look into WebDAV.
